I've asked this on import forums, but until I confirm I dont really ever trust those guys.
So is it possible to have blown t2 and t3 ball bearing turbo's rebuilt? Whats it usually cost compared to the price of a new unit?

Factory Garrett ball bearing turbos can be sent back to Garrett and have the CHRAs replaced. One of the big Honda shops also does it, but I can't remember which one off the top of my head.
Journal bearing turbos are cake to rebuild, Wanca. The rebuild kits are ~$50 on ebay, and it will take a reasonably mechanical person an hour to do all the work including blasting the housings so they look pretty again.

example: New 67mm DBB turbo is $1400 retail i think?
Its bare min i think $400 to rebuild it, assuming the wheels and everything are in good shape.

| After looking around some I see the prices have come down a good bit from when I first purchased my turbo. I mean $565 for a replacement gt3076r cartridge isn't bad seeing I paid $1200 for it. When I first got it you had to shell out $900 for a CHRA.

| Not technically. For a max effort car, I would absolutely have it balanced, but for a floppy old Eclypse spyder, I'd just mark everything and try to torque it all back in the right position and call it good. Most 'turbo rebuilders' don't even go to that much effort.
